As I wrote you in answer to your private mail:
The big step is not to package PNP4Nagios itself but to package Kohana
(PHP MVC framework) and use this package.
As I got no answer from Debian PHP team I'm fixing the (lintian) bugs of
my kohana packages and will upload both to Debian RSN[tm]
