Is it really a low-level tool? Which languages are allowed in your eyes
and is a functional programming language among them?

It's intended to be used by developers on their developing machines. It
has not the same goal as the lsb_release package, which is often used as
build dependency or dependency. E.g. distro-release-info can be used in
your pbuilder config file. Other tools, which come to my mind, are dch
or lintian.
