Bug#511445: O: ffcall -- Foreign Function Call Libraries

GNUstep will no longer be using ffcall by default, and I do not have the
time nor skill to properly maintain this package, so I am orphaning it.
Maintaining a package requires time and skills. Please only adopt this
package if you will have enough time and attention to work on it.
