Do you see a "Closes: " statement in the changelog in the page you
reported above?

The reason is simple: -2 has been uploaded without including -1
changelog entry (dpkg-buildpackage -v), so nothing strange has
happened. This would have been avoided if the same revision was used
even in further modification of the same on-work package.
