Bug#488117: Public git repository for libv4l

Hi,

I've just set up a public git repository on alioth:

git://git.debian.org/git/collab-maint/libv4l.git

I also imported the new 0.5.1 upstream version and reenabled the static 
libs. If you build and import new versions please use the pristine-tar 
options.
