libgeo-ip-perl is a perl wrapper around libgeoip C library, written by the 
same upstream.

libgeo-ipfree-perl is a standalone perl component. Although it looks to 
serve similar job, it provides different API.

I packaged libgeo-ip-perl because at local site, we need to use a third 
party system that requires libgeo-ip-perl.

libgeo-ip-perl license is clearly stated in README file of the upstream 
tarball:

Data itself is provided by libgeoip1 package, already long in Debian. So I 
guess that licensing issues, if any, are resolved long ago. But if there 
are any - fell free to report those (against libgeoip1 package).

New versions of libgeoip are released by upstream frequently, and they 
likely do contain new data. Also, new data is available for download from 
upstream site.

Although libgeoip1 debian package is not updated that frequently. Current 
version is from mid-2006.

Don't know.
I think that removing libgeo-ipfree-perl package in flavour of 
libgeo-ip-perl is not a good idea - since APIs are different.
