Thanks for this information.

I actually sent this RFP after seeing that the Debian package of vlc 
ships a copy of libx264 and seems to use it for encoding.

If your release manager had the power to close #365389, he also has to 
have the power to allow libx264 into main.

Everything else would be complete nonsense.
