Bug#208692: picprog 1.8 available

I have created a new deb-file (picprog_1.8-2_i386.deb) where I have
changed the ä's in picprog.1 to \[:a]. Now lintian doesn't give a
warning anymore.
A big thanks to the people at Debian Mentors for explaining this problem
to me :-)
