Bug#278581: kicad ITP

Hi,

I see that there is an ITP filed for kicad and about 400 odd days have passed
since then. Are there any issues with the package ? What is preventing you from
uploading the package? If you hve lost interest, please RFP, so that someone
else can package it and Debian users can start using kicad.
