Package: wnpp

I've been far too busy with other work to do a good job of maintaining this
package. A prospective adopter may also do well to investigate if toolame
can be safely dropped from Debian. Last updated upstream in 2003, it may be
obsoleted by better maintained code in ffmpeg or mjpegtools.
