I note that you wanted to adopt re2c:

The procedure to accomplish this is here:

In short, retitle bug 320283 to an ITA, create a new version that closes
320283 and changes the maintainer field to your name and email address,
and upload it, or find a sponsor to upload it for you.
Also, before your message, I had created an updated package of re2c,
which you can find at [1]. I was doing this for the purpose of
practising Quality Assurance work, I wasn't interested in adopting it.
This is updated to the new upstream[2]. Feel free to base what you
upload to debian on it. Basically, you will need to modify the
changelog, add yourself as maintainer and make any changes you feel are
appropriate and upload it. Here is the log of my changes:
re2c (0.9.9-2) unstable; urgency=low
[ QA Group upload ]
* Clean the source tree properly
* Remove prerm/postinst
* Strip binaries properly
* Fix examples permissions
