It installs a shared library, and vips7.8 has been uploaded to sid
already though has not cleared NEW.  However, vips7.8 and vips7.10
can't coexist on a system, and it's not likely that it will have many
dependencies, so it would be possible to just call this vips and put
future new versions in through experimental first.

Originally it looked like vips7.10 would not be released upstream in
time for sarge, so I uploaded (via sponsor) vips7.8 first to hedge my
bets.  If vips7.10 is ready and is uploaded and transitions in time
for sarge, then I will ask for removal of vips7.8.

I'm open to input on whether or not the source package should just be
called vips given this explanation.  Thanks!
