I intend to take over maintenance of NMS packages.

The previous maintainer has agreed to sponsor these packages as I am not
a DD.

I intend to :

* clean rules script
* Update to latest upstream tarballs
* Upgrade standards version
* Clean up README.Debian files
* Investigate outstanding bugs
