Bug#198828: Debs from the source code

   Hello,

   I made a series of modifications on the work that Peter had made, and 
Jerome Alet (the developer) has accepted them and integrated in PyKota 
(From the version 1.19alpha30).

   Now can be generated deb packages, from the source code of PyKota, 
and if you are a registered user, Jerome Alet offers packages deb of 
PyKota.
