Bug#259142: ITP: rtfreader -- A portable application/ms-rtf parser

He took the code from the RTF format specification [1], which refers to
their SDK:

"A sample RTF reader program, RTFREADR.EXE, is available as part of the
Software Development Kit (SDK) for 16-Bit and 32-Bit External Text File
Converters, RTF Specification GC1039. The sample RTF reader, will help you
create an RTF reader for your own application when used in conjunction with
the Microsoft Rich Text Format Specification and the information below."

I couldn't find the SDK or related information on the Microsoft site.
Somebody should ask them what is the license for this sample implementation.
Or check the license for the SDK.

I found also [2], which as the source code but no mention of license.
