  I have no objection to you taking it, and I think that you might
 find a team based approach is the best one.

  (I'm happy to help out a little as time permits too)

  One thing that would make a team based package work more easily
 would be splitting out the rules into a seperate package so that
 they could be updated without having to touch the main program at
 all.
