In my system, the /usr/bin/cc is managed via alternatives:
% ls -l /usr/bin/cc
lrwxrwxrwx 1 root root 20 Oct 9 16:16 /usr/bin/cc -> /etc/alternatives/cc
% ls -l /etc/alternatives/cc
lrwxrwxrwx 1 root root 12 Jan 7 09:59 /etc/alternatives/cc -> /usr/bin/gcc
