There appears to be an existing ITP for this package already:

Additionally, I seem to recall wondershaper behaving very badly with
stock Debian kernels (ie. no traffic accepted or transmitted) since the
stock kernels are missing some required options:

Perhaps these items should be addressed prior to packaging or some note
should be added to the package that these are needed.
