Bug#196199: Cacti adoption (Was: Re: Adopt)

Hello all.
Although I've ITP'ed cacti, Javier Gutierrez asked me to maintain it but
never re-itp'ed it himself.

I can't maintain cacti as I'm already busy getting sponsors for my
existing packages (anyone available ? ;)), so please talk with him to
see if he is still interested and, if not, you decide who's gonna take
the package.
