gtkipmsg is an IP Messenger (a message passing utility for local network
using UDP protocol, which you can use to communicate with peers running
Microsoft Windows or MacOS) implementation in GTK.

This applications mixes two incompatible (advertising requirement 4-clause
BSD & GPL) licenses.
On top of this there hasn't been a release for years; and it's GTK+ 1
(thus obsolete now) software.
