  Description     : TCP/IP connection cutter for routers

Cutter will send a RST packet to both ends of a TCP/IP connection,
closing the connection.  This is useful in router/firewalls to close
undesired connections going through the router.

(If noone else takes it, I may eventually if my NM application is
approved or I find a sponsor for it.)
