This has been part of the bash package for some time:

bash (2.05a-4) unstable; urgency=high

  [...]
  * Add a script for programmable bash completion (version 1.53) from
    http://www.caliban.org/bash/index.shtml#completion. Add commented
    code into /etc/bash.bashrc and (closes: #127645).

2.05a-4 is older than the version in stable, and in unstable Matthias
keeps the completion code reasonably up to date.
