An "intent to orphan" could only be issued by the current maintainer, who appears to be Helios de Creisquer. The bug list for this package also doesn't seem long enough to merit orphaning the package out from under the maintainer -- you mention that there are newer upstream releases, and that the maintainer doesn't reply to email, but I don't see evidence of either of these things in the BTS.
