"Don't repeat the package name in the short description".

How about just:

	An ICQ client for KDE 3.x

Also, it appears that upstream calls it 'sim-icq' (I'm basing that
thought on the URL). If so, I'd consider naming the package likewise, so
that 'apt-get sim-icq' works.
