  Description     : Enables a specially targetted GCC to make DOS binaries

DJGPP is a set of libraries and utilities which enable the GNU toolchain
to be targetted at DOS. It features a libc which aims at being as POSIX
compliant as possible in a DOS environement. It uses the DPMI system to
be able to run the 32-bits code produced by GCC under DOS. DJGPP has
made possible to successfully port most of the GNU userspace to DOS,
which is quite impressive to see.

These packages alone won't be able to compile anything. You'll also need
an i386-msdosdjgpp targetted GCC.
