Bug#164344: Active Spam Killer: dupe oops

There was a RFP (#160529) and an ITP (#164344) open for Active Spam 
Killer (ASK) at the same time.  I don't know if that is usual or not. 
Because of this, unfortunately, I spotted ASK in the list of requested 
packages (http://www.debian.org/devel/wnpp/requested) and started 
working on it immediately, changing the RFP's title to indicate an ITP.

Do these two bugs need to be merged?  Or should the title of the first 
one be changed back?  Or should something else happen?
