I intend to package 2.2 series of ecasound, which is to be released.
It is probably unstable right now, and I want to keep ecasound packages around,
but I also want to start staging for 2.2 release.

   * debian/rules: chmod 644 pyeca.py
   * -dev packages provide and conflict -development, and conflict with
     lib*-dev, because old ecasound -dev packages were not with soname.
