The kernel module has been part of kernel-patch-2.4.17-s390 and kernel-image-2.4.17-s390 for a long time (it's also in Debian 3.0r0). But the user space utilities are still missing.
I have created a package of them but never uploaded it (shame on me). I'll talk to Jochen if we wants to include hcp into s390-tools and if not I will upload my package next week.
