vpopmail seems to have been packaged a while ago by Ondrej Sury:

  $ apt-cache search vpopmail
  libvpopmail-dev - vpopmail development files
  libvpopmail-freecdb - vpopmail freecdb plugin
  libvpopmail-lmysql - vpopmail mysql plugin
  libvpopmail-mysql - vpopmail mysql plugin
  libvpopmail1 - vpopmail libraries
  php4-vpopmail - vpopmail module for PHP4
  vpopmail-bin - vpopmail binaries
  vpopmail-doc - vpopmail documentation

This means vchkpw is completely obsolete and should be removed from
the archive.
