Being a developer is not required; we have a sponsorship process whereby
you can "forward packages to an existing developer" for uploading.
However, in everything other than the upload itself, you are expected to
act as the maintainer for this package, including handling of bug
reports; and maintainers of sponsored packages are expected to apply for
developership.

To find a developer who would be willing to sponsor your packages, the
best place to ask currently is debian-mentors@lists.debian.org.  If there
are RFP's in the wnpp list for some of the packages you wish to submit,
you may wish to contact the bug submitter; if he/she is a Debian
developer, that may make finding an upload sponsor easier.

If you have questions about the process of becoming a developer, you
should probably direct them to the NM committee at
debian-newmaint@lists.debian.org.
