Bug#148991: RFA: pspell -- Portable spell checker interface library

Upstream is in a transition phase, at the moment nobody clearly steps
in to be the leader.

Integration with the Spelling Dictionaries and Tools Policy
(http://dict-common.sourceforge.net/) is adviced.

I'm not interested in maintaining pspell anymore.
