This is the mpeg decoding part of the lame project, now split into a
subproject so that it can be packaged in debian.  As far as I know it is
the only LGPLed mp3 decoder out there.  It sports a ogg vorbisfile like
interface to make coding for both vorbis and mp3 easier.
