Bug#93864: ITA: metrics

Martin-

Neither "lc" nor "ccount", included in the package, include
GPL statements or sufficient evidence of their belonging
in the public domain.

I contacted an origial poster of "ccount" but in the opinion
of at least one person on the legal list, the poster's response
indicated that the license pedigree of "ccount" is suspect.

As "lc" is pretty basic to the distribution, I am loathe to
remove it.  This has caused the paralysis you are rightly
prodding me about.  If you have advice, I would like to
hear it.
