If they don't care, why should they remove them?  

Seemingly it's more a patch for people who try to "improve" Linux by
mimicking Windoze.  Even if you usually don't care about boot
messages you may well do so if something goes wrong.

Sorry, but this patch is IMHO the most useless code I saw entering
Debian.
