Bug#134665: ITP: Linux Standard Base related packages (lsb, lsb-dev, lsb-sample, lsb-spec)

I intend to create packages the following Linux Standards Base releated 
packages.

lsb - a metapackage providing everything needed for the LSB runtime environment
lsbdev - the lsb development environment and releated tools
lsb-sample - the lsb sample implementation
lsb-spec - the lsb writen specification

and potentially if needed

lsb-test - the lsb test suite
lsb-doc - additional documentation
