  babelweb is already packaged, but its license, which is just
  inconsistent, won't make the upload immediately possible. Upstream
  has to change license first.

  Explanation : babelweb is licensed as "GPL" by the author, who also
  added two lines restricting the commercial use of the software
  without his authorization first. That is contradictory, and non-free
  according to DFSG.
