Bug#107814: RFA: lpe -- Lightweight Programmer's Editor

Hereby I'm putting lpe up for adoption, since I don't really use it
anymore.
The packaging is fairly easy, updating it to the latest upstream
version (which is basically the same as the current version in Debian,
my patches were applied) should be easy.
If someone intends to take it over, ask me first. lpe was my first
package to enter Debian, so I want to place it into caring hands.
(IMHO, this is a nice package for NM applicants)
