I was told that this is commonly parsed as "(permission for any purpose)
and (permission without fee)", i.e. you don't have to pay a fee to get
the permission to "use, copy, modify, and distribute" the software.
'zgrep "without fee" /usr/share/doc/copyright*' brings up a lot of other
licenses that use a similar wording. It's really common.
