Bug#105607: ITP: keynote -- Decentralized Trust-Management system



hmm, i first thought, itps are cc:ed to debian-devel automatically,
however, i must be wrong here ;)

from the original itp:
KeyNote is an implementation of the RFC 2704 Trust Management System.

It is used in the OpenBSD IPsec key agreement daemons, which
i plan to package for debian later.

only problem is the license, i first thought, it was BSD, as it
is included in OpenBSD, but the license reads like:

i already contacted upstream author and asked if he can change
license to something free, but haven't got any reply yet
