Bug#68311: Do you still intend to adopt dstooltk(-doc)?

Hi Bart,

some months ago you stated that you want to adopt dstooltk(-doc).

In the case you still want to adopt these packages please upload them and
fix #96034.

In the case you do no longer intend to adopt these packages please retitle
#68311 and #68312 back to "O:".
