I've confered with the libcap1 maintainer. He has no plans to maintain
libcap2, so I intend to take it.
Description: Support for POSIX.1e capabilities
This library provides interfaces to the POSIX 1003.1e capabilites
available in Linux kernels. These capabilities are a partitioning of
the all powerful root privilege into a set of distinct privileges.
Note that it will not provide any functionality with kernels below
2.2.

This version of libcap is a development snapshot. The stable version
is in libcap1.

* Initial release (closes: bug#99036).
* Install .so link into /usr/lib instead of /lib.
* Use CC instead of LD to create shared lib, so that libc gets linked
in.
* There is no need to hand variables assigned in Make.Rules to submakes.
* Code for hared libraries should be compiled with -fPIC.
* The syscall2 assembler code does not mix well with that on i386.
Fortunately, glibc (2.2 at least) already provides cap[gs]et. So no
need to define these syscalls ourselves.
* Be independent of /usr/include/linux/capability.h:
+ Embed linux/capability.h from newest kernel directly in
sys/capability.h
+ Include sys/capability.h in _makenames.c.
+ Apply sed to sys/capability.h.
