Bug#94526: ITP - ibod Bandwidth on demand for syncppp ISDN links

ibod is a daemon that looks at the traffic over an ISDN syncppp
link and brings up additional channels as needed by the bandwith
demand. It is a bit rough, and needs some cleanup for a nice package.
