I want to package MUSCLE (Movement for the Use of SmartCards under Linux
Environment) PC/SC smartcard framework.

The PC/SC is the Microsoft API specification for accessing smartcards from
an application through a smartcard reader. MUSLCE PC/SC Lite is compatible
with MS PC/SC API and works on most Unixes.
