You need a package ready when you want to do packaging in Debian. But you
can:
- find a sponsor by asking for sponsorship at debian-mentors or [1].
- present the package to your AM without having a sponsor

You stated more than two months ago that you want to adopt saml. When you
say yourself that you aren't working on it and that you won't work on it
in the near future then please retitle the bug back from "ITA" to "O" to
give other people that might be more interested in adopting this package
the chance to adopt it.
