  What is it?

This package consists of two programs: extractdiff and excludediff.
They are for extracting or excluding patches from patch files. If you
want to apply only the part of patchfile that applies to the doc
directory, use extractdiff '*/doc/*' patchfile. If you want to apply
all of the changes between version 6 and 7 except for the one to
   irq.c, use excludediff '*/irq.c' patch-6-to-7.

  Where is it?

   Here: http://people.redhat.com/twaugh/ftp/extractdiff/.
