superuser in win9x?

Hello,

I'm trying to install dpkg on a win98-cygwin system. that action
requires a superuser with UID 0 but looks like it doesn't exist
in such environment.

My /etc/passwd looks like this:

root::0:0::/root:/bin/bash
dood::500:504::/home/dood:/bin/bash

when i run 'login' and respond 'root' at the prompt, it spawns a shell
but this is owned by normal user, with UID 500.
