How many of them are actually active? We could try to create users in batch via the API, that should be fine. That would mean we would need to pick usernames for them, but we can pick the username they already use in the wiki, and they could change it after the fact. I suggest that when you disable new user registration in the wiki. you create a *confidential* issue under https://salsa.debian.org/salsa/support/-/issues/ and put a list of username/email addresses there.
