gcc-bpf staying in Uploaded despite being installed

I suspect the problem might be the '+'.

I have never seen a '+' at the end of a version number before, and the
cause is a bug in the version number calculation in the package (#1121760).

But AFAIK 14.3.0-10+ is a valid version number, and dak agreed when 
accepting the package.
