That's true. Currently it's not really an issue because there are
sufficient actors willing to provide access to their services for free,
with quotas sufficient for typical volunteer work. But this might
change.
I am pretty sure that quite a few of these service providers would *love* the publicity of providing free upgraded plans for Debian Developers if we asked them. Google alone could easily just flip the toggle on Gemini Pro for a couple thousand accounts without breaking a sweat. Think of LWN subscriptions and of free hosting and compute capacity that quite a few providers have happily provided to the project over the decades. This might actually be an *enabler* for DDs and DMs with limited access to such technologies currently. And having an explicit framework enabling such work inside Debian is a key step for getting and using such support.
