    components will be free according to these guidelines. We will
    support people who create or use both free and non-free works on

The non-free firmware does not fit the requirements of the DFSG, so my interpretation is that either we need to change the DSC, or define the installer images to not be part of the Debian system (like the "non-free" section is not formally part of the Debian system).
